Kaifeng Prefecture (Kaifeng Fu) is a reconstructed historical complex that recreates the seat of government from which the Northern Song capital was administered. Its fame rests largely on a single historical figure: Bao Zheng, the incorruptible eleventh-century magistrate known throughout the Chinese-speaking world as "Justice Bao", who served as prefect of Kaifeng and whose legend has shaped Chinese ideas of judicial integrity for nearly a thousand years. The present complex is a modern rebuilding, since the original Song prefecture was destroyed long ago by Yellow River floods, but it follows historical records in its layout and architectural style.

Within the walled compound, visitors move through a sequence of halls, courtyards, and offices that reconstruct the workings of a Song-dynasty government office. The main hall houses figures depicting Bao Zheng at his tribunal, accompanied by the guards, secretaries, and bailiffs familiar from later fictional accounts. Side chambers display exhibits on Song judicial practice, the structure of imperial local government, and the historical basis behind the famous legends. The atmosphere is solemn and somewhat formal, a deliberate contrast to the more theatrical theme parks elsewhere in Kaifeng.

The prefecture is also tied to broader Kaifeng narratives. The story of Bao Zheng is one of the most widely retold in Chinese popular culture, the subject of countless television series, operas, and folk tales. For many domestic visitors, coming to Kaifeng Prefecture is a small act of cultural pilgrimage, a way of standing in the place where those stories are set. Foreign visitors may not share that association, but the site still works as a clear, self-contained introduction to Song governance and to the figure who remains the Chinese archetype of the upright official.

Kaifeng Prefecture is located near Lord Bao Lake and is often visited together with the adjacent Bao Zheng Temple. Together the two sites form a coherent half-day programme focused on the judicial and administrative culture of the Northern Song. Allow around two hours for the prefecture itself, longer if you plan to read the Chinese-language exhibit panels in detail or watch one of the short dramatisations of famous cases staged in the courtyards.
