The cultural zone is organized as a sequence of themed areas linked by avenues, gardens, and temple halls. At its religious heart sits Nanshan Temple, a grand Tang-style Buddhist monastery with halls enshrining Shakyamuni, Amitabha, Bhaisajyaguru, and a hall of arhats, all laid out in classic Chinese monastic form. Beyond the temple, the park extends into gardens and pavilions themed around the traditional Chinese concepts of good fortune and longevity, a pairing that gives the site its broader cultural character beyond strictly Buddhist devotion.

The visual centerpiece is the Guanyin of Nanshan, a one-hundred-and-eight-meter-tall three-faced statue of the bodhisattva Avalokiteshvara, standing on a lotus throne on a reclaimed island just offshore.
